The meeting resolved that Participating States shall:
- Expedite signing and ratification of the Memorandum of Agreement.
- Develop national inventories of disasters, their frequencies and workout possible typologies e.g. Geological, Climatic, Biological and Technological.
- Develop inventory of national capacities for disaster management.
- Establish and operationalize national warning and disaster response centers.
- Carry out training needs assessment and share them with RDMCOE with the aim of securing training assistance.
- Create public private partnership capacities for disaster management.
- Develop disaster curriculum that will be incorporated into national educational curricular.
- Harmonize laws to promote effective response to disasters.
- Share information with participating states regarding both human induced and natural disasters within their borders that may have an impact on participating states.
- Bring disaster management awareness to the legislative bodies at all levels i.e. National Assemblies, Regional Governments, Cities, Municipalities and other local bodies within their national framework.
- Develop a roadmap of activities for the center.
- Consolidate a regional inventory of disasters, their typologies and frequencies.
- Consolidate an inventory of capacities in the region.
- Assist member states in coordinating national warning and disaster response mechanisms.
- Initiate regional training programs.
- Coordinate expertise assistance from UNEP, ISDR, UNOCHA etc to member states on development of disaster policies, setting up of early warning systems and response centers.
